Dennis Welch of the Arizona Guardian wrote a story linking Arizona Indian tribes' financial contributions in support of PROP 100 to the Governor's opposition to off-reservation gaming.

"No politician is in favor of gambling being expanded off- reservation. But the issue of Arizona racetrack casinos isn't a gambling issue, it is a budget issue.
The racino proposal gives the state an opportunity to raise $1 billion upfront by securitizing future gambling revenues. At a time when the state is selling state buildings, cutting education and health care funding and closing state parks, the idea of a new revenue source of $1 billion is very attractive to every politician.
While Governor Brewer has come out in strong opposition to the Tohono O'odham Nations' plans to build a casino in Glendale, she hasn't taken position on racino legislation. In fact, the only comment I know about is her telling House Majority WHIP Andy Tobin it was his job, not hers, to get the votes needed in the legislature.
I believe the Arizona Indians are supporting the sales tax increase over concerns about the budget. If PROP 100 passes, the state won't be so eager to consider authorizing off-reservation gaming. Likewise, if PROP 100 fails, the state will almost have to examine the feasibility of using racino revenues to maintain a minimal level of state services."

KidsCare Funded, Economic Fallout Over Immigration Bill

Several critical events occurred over the past week that influence the State of Arizona's budget:
♦ State revenues could drop $400 million or more if the national Arizona boycott over the immigration bill gains momentum.
♦ Lawmakers passed legislation to renew funding for KidsCare and AHCCCS health care.
♦ JBLC anticipates a $150 million shortfall from earlier revenue projections for FY11.
♦ Senate President Bob Burns' proposed legislation to increase the state's debt limit fails to get the necessary support in the House

"Even after reducing spending, the state still has a $3.2 billion structural deficit. And the impact of the immigration boycott could significantly hurt state revenues.
As it looks now, the sales tax election is even more important. If it fails, look for a special session to be called within a matter of days to fix the terms of the contingency budget and to renew efforts to address the state's structural deficit."

After months of trying to pass a business tax cut to stimulate jobs growth, Speaker of the House Kirk Adams (R-Mesa) finally recognized today that his bill, HB2250, The Jobs Recovery Act, was not going to be passed this legislative session.
This bill passed the House in January 2010 with 34/35 of the House Republicans voting for the bill and no Democratic votes. In February, HB2250 was attached to a university rollover bill during the 6th Special session. Senate President Bob Burns decided to hold the university rollover because of this hostile amendment.
On April 12, The Senate Finance Committee heard a 65-page strike all amendment to HB2250, which eliminated the income tax reductions. The Finance Committee, chaired by Senator Jack Harper, approved the measure by a vote of 5-2.
During a Republican Caucus meeting April 26, 2010, Senators John Nelson, Chuck Gray, Carolyn Allen and Frank Antentori expressed serious concerns over the magnitude, timing, effectiveness and fairness of the so called jobs creation bill.

"There has been a lot of jockeying for position about this bill – Grover Norquist and the Arizona Chamber of Commerce both tied their acceptance of the sales tax to it. And then Terry Goddard came out against the sales tax increase unless Gov. Brewer committed to veto the bill.
The bottom line is Speaker Adams used a lot of his political capital trying to advance his bill. I predict Adams will suffer the political consequences because of his failure to get this bill passed."

Cathi Herrod, the leader of the Center for Arizona Policy, held a invitation only dinner with Sarah Palin. This dinner involved 1600 guests including Governor Brewer and about forty members of the Arizona legislature.

The Center for Arizona Policy had a very successful session, passing legislation to limit abortions, control stem cell research and ban human-animal cloning. In addition, they distributed an e-mail dated March 31, 2010 to all Arizona legislators that effectively stopped any racino debate.
In an Arizona Guardian interview with Republican Senator Carolyn Allen, she said, "Cathi Herrod had 14 bills that the litmus test was if you're a real Republican then... you must be pro-life. And of course gay bashing is so much fun. We have seen many good people leave the Republican party because of gay bashing. I don't do that, so they don't consider me a real Republican."
As we approach the Republican primary season, look for Cathi Herrod to play a critical role in all of the contested Republican primary elections.

The Arizona Hospital and Health Care Association withdrew their voter initiative proposal to increase income taxes on upper bracket individuals after legislators threatened to place a hospital bed tax if they went ahead with their plans.
